I moved into a new house and the outside light is wired into a wall socket there is a wire hanging out , It doesn't look safe to me but a chartered surveyor tells me it is not a danger. What do you think ?
Not having the earth connected is clearly wrong. With a class II lamp it may not require earth but the place to discontinue would be at the light not the socket.
Also the outer can't be gripped by the cable grip again clearly wrong.
Suspect also is the use of twin and earth into an outside fitting.
It may be safe but it does not comply with regulations.
If the socket is 30mA RCD fed & depending of the type of outdoor fitting, i.e, the ones with an IP65 entry gland inlet on, you could re-run the cable using suitable circular flex on a 3amp fused plug. If it's a class 2 fitting, then twin cable will suffice, otherwise an earth is required.
Black rubber sheathed flex is about the best flex for running outside, with stands uv, and temp changes much better that standard white internal grade flex.
I think you've bought a house which has in the past been occupied by an incompetent and ignorant **** who did not see that his incompetence and ignorance should in any way be a bar to him fiddling with the electrics.
