Heating turned off but it still comes on

As the title suggests when our Gas Central Heating is turned off at the wall controls the only way to make the heating go off is to go around and physically turn off all of the individual thermostats on the radiators. What could be the problem here?

We have recently had a towel rail installed in the bathroom and I think it is only since that was done we have this issue. I can understand if maybe this way done so that you could still use the towel rail in summer whilst the heating is off but does this mean in winter when the heating is controlled by a timer we would have to go round turning off all the thermostats at night?

As Dan said we need info, like is a combi or open vented, is it fully pumped open vented or gravity hot and pumped heating. Have you got a programmer or not. Get the idea?

Faulty installer of the towel rail as well I expect!
