Can't tell if this is damp or a leak.

Hey there!
I live in a flat and have an upstairs neighbour. I've had some patches appear on my ceiling and can't tell if it's damp (it doesn't seem to look like any kind that I know of) or a leak (which it also doesn't really look like) or something else entirely. Do you guys have any ideas?

 
Looks like it could be a "Cold Spot" due to condensation and lack of ventilation, is it an outside wall ??
 
There's a window and a sort of air vent/hole in the wall nearby. I'm renting so I can't really add much more. Would something like an electric heater or dehumidifier work?
 
Tell your landlord to sort it. You're paying good money to not have the hassle of property maintenance.
 
Maybe its something to do with the neighbour upstairs,

Get yourself a moisture meter from a Local DIY outlet (they are about £10+) and check the area,
If its bad have a word with the Landlord.

I did not know they existed, I'll have a look!
Leaving windows open and whatnot seems to have done nothing so far :/
