Adding another circuit board

Evening All

I currently have some downlights in the sofits of my house and i would like to add a few more. At the moment the lighting circut on the main board has 3 breakers for the lighting in the house. Its all labbled wrong etc.

What i would like to do is the following if possible:

As i have 2 spare breaker spaces on the main board is loop one of these to another small board beside it with space for like 6 breakers.

As i would like to wire up all outside lighting to one breaker.

Why? just wire all the outside lights to one of the spares.
New circuits require building control notification, buried cable likely to need RCD protection, this would all require schedules of inspection and testing!
