Mystery Curtain Attachments

Hello,

I am hoping someone will be able to point me in the right direction! I'm just about to move into a new flat and have noticed these hooks/attachments in the window bay - I presume to attach a curtain pole to but I'm not sure. I would like to put a curtain there so if they are for that then that would be a help! Here are the pictures:

Don't know what their purpose is there but those get used for hanging pictures: you fasten them to the top of the frame, then place the sawtooth hanger over a nail on the wall. I wonder if someone has had them handy and has improvised a bit to solve some other problem. If the fixings are secure enough you could tie something to them.

I would guess there used to be a pelmet

As stated they are picture hanging brackets.

Screws fixed to top of Pelmet, slide into the serrated edge of fittings

I was actually thinking that it would have a right angle brackets screwed to the face of aboard or some such thing that slide into the gaps & just hang on them.
