New gas meter installation

Hi,
I moved into a new house and contacted Npower to replace the prepaid meter for a credit one. Now the meter is located under the sink and when the gas engineer turned up he refused to replace the meter. His reason was the shut off lever won't go fully down due to the base of the kitchen unit. But the lever goes fully up or 90 degrees but will not go fully down, but you can switch it of in the fully up position. His argument was that with gravity you should be able to turn off in down position and thus refused to replace meter. Was he right to refuse to change the meter? He told me I had to modify the kitchen unit so you are able to move lever to down position.

Can't you cut a bit off the shut off lever ? Or notch out the base of the unit?
 
Cut enough of base out that you can get your hand in comfortably to use handle a slot is no good

Are you a tenant or owner?
Why would you imagine he is lying? s it happens he is right, and he shpuldprobab;y have left you a warning notice. If its your house, get your saw out. If a tenant, tell your L/Lord. And get your saw out.
 
He is right, as without being able to shut gas off, he can not do a tightness test. If he doesn't do that, he could be putting you at risk.

Until you get it sorted, no gas engineer worth their salt, would do any work in your house. As they don't have control.
 
So with ECV in fully up position the gas is isolated?????

If that being the case then remove lever and turn 90 degrees unless of course gas service pipe is horizontal.
 
There is also a question mark on gas meters being fitted under kitchen sinks!

There is a thing about undersinks due to corrosive chemicals being kept there bleach etc there is also a thing about if foodstuffs are near by , will see if i can find it in meter regs later .
 
No new installs to have meter in kitchen , existing meters fine.

As stated we always renew to existing position if possible, if not then we change the position.
I can't find anything what say's that wrong
or that your right
only rule I do know off is, how close to the consumer unit.
