Ah, looking more closely I see that now. At first I thought that was blue tape.If it was straight con the outer woudn't be insulated.

There should be a cover over the split-con. DNO's use them on the incoming cables. Not sure if they are available separately or as part of a kit.

Those swfuses come with a cover, perhaps the 'installer' couldn't be bothered to fit it!
