It normally works fine in small houses to use 22 mm up to a point where it splits for upstairs and downstairs and then 15 mm.
With condensing boilers the flow rate required is almost half of what was needed previously because the flow/return differential is 15-20 C compared with the old nominal 11 C.
If he's planning on using 10mm for the drops, what is he connecting onto? Unless he's using 22mm f&r to 15mm then to 10mm, pointless to use 10mm just carry on with 15mm.
