Yes, I think that was probably the main issue that secure raised - since 417.3 was about overhead lines (regulated by ESQCR), he felt that the same probably applied to all of that clause's subclauses.

Perhaps we can at least agree that is is another of those regs which is arguably not as clear as it could (should?) be?

The way the text has been written, it does. However the requirement for overhead lines to comply with ESQCR applies only to overhead lines.

Exactly - so, as I said it appears not to be written as clearly as it could/should be.

No. Overhead lines shall comply with ESQCR. Other live parts shall comply with the whole of 417.3.

I think we know that's what it means, but it's written in such a fashion as to confuse secure, and probably a good few others.

I think "I'm out" - I've had enough of discussing (or quibbling about) a regulation which is of no relevance or interest to me!

I think 417.3 should be restricted to: "Placing out of reach and the NOTE"

The rest of it should be 417.3.1
The present 417.3.1 should be 417.3.2 and so on.
