The way the text has been written, it does. However the requirement for overhead lines to comply with ESQCR applies only to overhead lines.
Not really. You're saying that "417.3 applies to 417.3.1" when all but (probably) the first sentence of that sub-clause effectively says that it doesn't.
Exactly - so, as I said it appears not to be written as clearly as it could/should be.
I think we know that's what it means, but it's written in such a fashion as to confuse secure, and probably a good few others.
