To get back to a more appropriate discussion, the Lord Harris Report, how many of these recommendations were implemented, bearing in mind that the report was published in October 2016?
Lord Harris goes on to make 127 recommendations for the Mayor, the Government and other agencies to consider, including:

  • The Metropolitan Police to further explore the use of temporary barriers to protect against a Nice style attack in London.
  • A London-wide pilot of a new public alert technology – so Londoners can be advised of a major terrorist attack with messages sent direct to mobile devices.
  • CCTV to be installed on all underground and mainline trains and more easily accessible to emergency services in an emergency.
  • COBR protocol to be changed so that the Mayor always attends meetings that affect London – with greater clarity around the role of the Mayor in a major incident.
  • Consideration to be given to the introduction of a new MOPAC adviser on counter-terrorism, and Mayoral Adviser for Resilience.
  • The Home Office to fully fund the National and International Capital Cities Grant (NICC), which currently costs the Metropolitan Police approximately £340 million a year.
  • Security measure on the river Thames to be strengthened.
  • The police and security services should work with businesses, local authorities and others to provide better information on how to prevent a terrorist attack, and what to do if the worst happens.
  • The Department of Health should provide extra resources to the London Ambulance Service in recognition of the additional demands placed on them as the provider of services in the capital.

I have highlighted some of the points in BOLD because that would be government policy changes.
Others I have highlighted and coloured RED because, as it turned out, these measures would have reduced or prevented casualties.

None of the recommendations were implemented by the current Home Secretary or the PM!
Instead the PM concentrated her efforts on increasing a Tory majority!

In that report Lord Harris states:
Despite the importance of this funding, the NICC (National and International Capital Cities Grant) has never been fully funded by the Home Office.
In the last year, the MPS identified around £340 million of spending on NICC activity, of which £281 million was agreed by the Home Office’s independent panel. However, the funding ultimately provided was just £173.6 million. This forces the MPS to either reduce this activity or compensate by removing funding from other areas.
So they received just over half of what they should have received, and that was just one special and specified allocation.

We have heard politicians of all colours agreeing that the safety of its citizens is the principal concern of the government.
Yet instead of that concern, the current Home Secretary and the PM put their efforts into Brexit and an increased Tory majority!

Diane Abbot may not be the sharpest tool in the box, but she has not deserted her principal concerns for selfish political reasons.

In considering that report, a comparison between Sadiq Khan, who, as Lord Mayor of London, commissioned the Lord Harris report, and Boris Johnson in his tenure of LM of London.
Sadiq Khan was concerned about terrorists and safeguarding citizens.
Boris Johnson invested in water cannons (which were deemed illegal) to control those citizens!

Looking further into the water canon saga, the (then) Home secretary banned the use of these water canons on any street in UK, then made the man who bought them Foreign Secretary when she became PM:
Home Secretary Theresa May last year refused to authorise their use by any police force on mainland Britain - in a direct snub to Johnson.
