It looks like it to me. He is intentionally and unfairly denigrating the Nepalese:

I went to one 2 bed flat and there were 7 living in there all looked over 60 ??? none could speak English impossible to communicate ? that they had to put money on the key for the gas meter !!!!!!!!!!! put £10 on it my self in the end just to get out the door
apparently some 36,000 nepalese served for the british army which means that there dependants may have the right to move to the U.K /Aldershot this could equate to over 100,000 ??????????

Is he denigrating them because they have a right of abode in UK after serving in the forces, or because they are on welfare (although, as John points out, how the hell does **** end know?), or because, some of them (**** end suggests no over 60's. I suppose he has talked to all 3,630. ) could speak English, or because they enjoy a flutter on the horses (how do they engage with the bookies, or the supermarket, if they cannot speak English?), or because they beat him to the cheap, out-of-date food in the supermarket?
