I'm going to be placing an IBC tank in my garden, raised up so the top is at 1800mm so I can place a 6ft fence around it. Will this head be sufficient to run a hosepipe (for watering plants) by gravity alone? Or should I use a pump and leave it at ground level? What pump?

The tank is going to be sited about 10ft away from the house, and I will be diverting the main downpipe for the back of the house to the tank (I plan to build a simple wood structure to run it over the side alley and then along the side fence). At the moment the water goes into a combined drain. If I add a gulley under where the tank will be, can I run the overflow into that? Or should I use a diverter on the current pipe and run small pipe across? Will this fill the tank at a reasonable rate? 1000 litres seems a lot of water to get through a little pipe.

In the future i might expand to two tanks, side by side. Can I connect them together at the bottom so they fill together?

That gives a pressure of 0.18 bar at ground level; less if you’re holding the hose in your hand above ground level. For comparison your taps are probably around 3 bar or more. So i’d say you couldn't use that for typical hose-watering. You might be able to use it with a drip system or something.
