Remove Bitchumen off Brick for EPDM

I have encountered some black tacky bitchumen like substance on the brick between the old flashing and the joists (see image).

Obviously, this will cause issues when I eventually try to apply the EPDM / bonding adhesive.

Is there a way to clean this stuff off brickwork, something that won't screw up the bonding adhesive?

It might be easier to fix some thin ply to the wall and bond to that rather than try and remove all that tar.

Thanks catlad, its a plan but am concerned it might mess up the look of the finished job and might rot in the not too distant future.

Should have no effect on the look and can't rot covered in epdm.
