AIUI this is a ploy driven by their powerful car manufacturing lobby.
Their equivalent of an MoT test is deliberately set so that an older car is pretty certain to fail, and professional repair or rebuild is uneconomic compared to the price of a new car.

Similar with making routine maintenance tasks almost impossible.
My mate is a Renault dealer mechanic, and tells me about the frequent visitors to their workshops, getting a price for a headlamp bulb replacement.
When quoted something approaching fifty quid, they usually refuse the offer, only to return with their Halfords bulb, which they all to have fitted.
Halfords fixed price bulb fitting service is one of the cheapest.
They don't do home plumbing eitherNot much use for a roadside repair though.

I think it was fifth gear that showed just how difficult it was to change a headlamp bulb on a renault megane or clio. It took more than an hour because you hd to remove the wheel, wheelarch covers to access the headlamp.
And yet they still get five star ncap ratings, which clearly must be ballcocks.
