NCAP is a safety rating system, so skill or tools needed to change a bulb are irrelevant.

The last time I looked all new NCAP rated Renaults were being sold with headlamps included.Being visible to other road users is a crash avoidance measure.

A car will pass the safety tests as long as the headlamps are manufactured so that they work. They don't take into account the fact that someone could stick a hammer through your bulb.
