Thanks for this. It’s what I was thinking all along. But I’m just a bit puzzled as to why this all started at the same time as they put a water meter on the mains supply. Just a coincidence with some sort of leak somewhere that’s happened at the same time. Thanks for the info.

(1) Mains water pipe
(2) The sealed CH system
(3) open space
Isolate boiler from system and see if pressure drops within boiler or once opened back up to system again. Try and do this for as long a period as possible, without using boiler. If it drops on boiler call WB out. If on system then looks like a leak has developed... Had any work done recently? Carpets or flooring laid?

to operate the PRV (if it is working ok)the pressure would have to be 3 bar , and the op would have seen the leak outside and the pressure in the boilerWould it not depend on if it’s passing slightly, enough to operate prv, but not enough to re-pressurise? I have witnessed such things.

Getting back to the menion of the water meter being fitted. It might be that removal of mains pressure while the meter was being fitted allowed the seals in some valves to "relax" and these valves/seals were then no longer effective against the pressure in the CH system.
Better to just ignore him, he loves it when he gets attentionFFS! No. It didn't happen. A Big Boy Did Not Do It and then Run Away!
