Sealing wall - pva

As the kitchen decorating continues, I've got a new glass splashback to install behind the hob. It says to seal the wall with PVA prior to sticking it to the wall (using mirror adhesive).

In general, is PVA just PVA? I've got a large bottle of pva glue and wondered if I could use that?

It's very old plaster (complete with hair) on brick, but it's been patched (badly) a multitude of times by the council. Some of it has a skim coat, other parts have the original paint from when the house was built (about 1919).

If it’s that flaky then I would be tempted completely repair or mechanically fix 6mm cement board and then fix to that .
 
If the wall is already painted I would not bother with the PVA.
