New wall timber internal block external

I have a full width double glazed patio door at the back of the house.
a.It gets too cold in winter despite having type 22 1600 long radiator in the room.
b.Burglars have been smashing double glazed glass with spark plugs in the area according to police.

Long story short i have I have decided to get rid of the glass patio door and build the external and internal leaf using blocks in 100 mm cavity, which will be tied from corner to corner using wall starter kit.It is 4 metre & 0.8m high.
I will then build the top of wall (1.4 meter high) in timber external and internal to keep costs down as i have some treated 2.4 lying around.I intend to build a window in the middle with laminated glass to safeguard house and some metal grill inside.

The outside of the area is already tiled like a car port and does not get wet.Would this work?
Can i render the outside of the timber frame using osb and sand/cement on metal lath.Would it be easier to build the whole lot in timber considering it will never get wet from rain.

how do i do this in in full timber?I have loads of timber lying around.Can i use 150x45 treated timber on top of 4 coursed of engineering brick.This brings to the level of the house floorboard.Then fill with 100mm rigid insulation and vcl and plasterboard inside and aquapanel outside.Would this be work.
