Dirty floor tiles

My floor tiles have a cement like substance on them where the pointing hasn't been done properly. I've scrubbed it with patio cleaner to no effect. Will this do the job? I know I'd need to reseal, but they look dirty all the time. Thank you

A coarse dry cloth and lots of elbow grease, do not wet.You can apply extra pressure by using your foot instead of by hand.
 
I was on hands and knees with scouring pad , gloves and really strong patio cleaner, hardly any difference. Just wondering about wire wool and strong cleaning agent?

Wire wool may scratch the tiles, adding any liquid will drastically reduce friction and therefore effectiveness of scrubbing.
