Green paint underneath wall paint?

Hi, in the bathroom where paint is flaking off the walls there is green paint underneath. As it's an older council property I was wondering if this wasn't old paint which might contain lead. It seems odd to have had bathroom walls painted pale green. Is this even paint or something else?

It's simply green gloss paint , it's quite normal for some people to prefer painting the walls one shade of green and the woodwork another shade of green

My mum is one example she prefers coloured woodwork instead of white , I personally prefer white , it's a preference thing
 
Yes Cream and green was the trendy grey of the time!

We bought our house from friends. When they moved in they told their children (c. 11, 10 & 7) they could have their rooms any colour(s) they liked, on the basis they, the children, would have to live with them! They chose dark green walls/dark purple woodwork; *bright* yellow walls/deep red woodwork; two shades of blue.

it probably is a lead based paint. However what you need to worry about particularly if it is quite old, it may contain Arsenic, seriously Arsenic was used to achieve a green pigment, and that is really not good for you.
