[Photos] Toilet Seat Bolts/Nuts are rusted and stuck! How to take them out safely?

Hi all,


My toilet seat bolts are rusted and stuck, they look like below. How can I take them out safely?

I have tried to lubricate them to see if they loosen and after overnight they are still tight and stuck.

pair of vice grips and twist the plastic nut until it snaps off ..... if it just twists/spins then you need to use a multitool/dremel/angle grinder and cut it off.
 
You can try heating them up with a hairdryer before using grips on them. Might soften the plastic enough to come off the bolts.
Would also be easier if you could pop off the chrome cap at the top and get a screwdriver on the top of the bolt to hold it secure whilst you undo it.
 
If you have not got a multi tool. You could use a thick ended flat screw driver or even a dinner knife.

Heat up with a blow torch and cut through the plastic in two places it should then snap off.
