"Finishing" insulated floating floor at fire door opening

Insulating utility room which has a door with step down into the garage. Floor is concrete slab with a damp proof membrane.
Building reg's require a FD30 door into the garage.
Question is how do we deal with the "raw" edge of the new insulated floor in the doorway?
Seems completely pointless to fit a fire door if there's 50 mm of celotex and 18mm chipboard at the bottom of it?
At the moment the door opens into the utility, but we're changing it to open into the garage
We're already having a few issues because ,once we bring up the floor level the height of our opening will be too small for a standard door/frame, so we were planning on taking out a course of bricks above the door to give us 2032 mm height.
As the door will open into the garage, would stopping the insulation short of the edge of the step and fitting the fire door down to the original concrete floor (which would also eliminate the need to remove any bricks) be an acceptable solution? Aware that it might look strange, but if not then how would you make the edge of the floor fire proof?

Presumably your door is in a wall of some sort? A course of bricks under the doorway would work, or timber and double plasterboard if its a stud wall. Or a big bit of hardwood.
 
As far as i can tell from your description, it sounds OK, please note the door needs to be smoke sealed so is actually an FD30S.

just imagine that you step up through the doorway from the garage into the utility room. The door frame is in the brick wall between the 2, but sits at the utility room level, so the door comes down to the current utility floor.
We're putting 50mm celotex then 18mm chipboard on the utility floor. If we fit the FD30S door to sit on the top of the new floor, when you stand in the garage you'll see the edge of the celotex and chipboard below the door, ie the opening between garage and utility won't be protected, indeed there'll be a nice chunk of celotex and chipboard for any fire to get hold of and the fire door will be a waste of space

yes-thanks,we plan on getting someone to fit the door with fire door frame and intumescent strips, self closer and correct hardware.
