Bringing Radiator back into use

We have a room that has been unused and the radiator unused for about 10 years. It was turned off at both the TRV and lockshield ends but was never drained.

I want to bring it back into use - can I just open lockshield and reset TRV and should this be done with boiler off. Don't want to introduce air or unbalance rest of system...

Try it and see what happens, boiler on or off.

I'd possibly drain it a bit first then re-fill, just to check the water colour in it.
