Balancing radiators with trv and normal valve - possible?

I was looking in to balancing my radiators but only 2 have the "lockshield" valves. Each has a TRV all upstairs rads also have a valve with + and - symbols on, can these still be balanced in the same way as rads with a lockshield?

What's best way to use a balanced system with the TRVs on highest setting or each room different ie lower setting for unused rooms?

Put all TRV 's to highest settings. The valve on the other side to the TRV is the lockshield ,but sounds like wheel heads are fitted to them ,which isn't a good idea ,as turning the heads will alter the balance.
 
If one room was set to low or off what effect would it have on the other radiators?
 
The effect would be the system not fully balanced ,and your wasted time.
Why would you want to have one rad not fully open ?

It just seems a waste of energy to have an unused box room the same temperature as living room for example?
 
When balancing the system the trv s would be fully open. Once balanced you can set them to whatever you like ? What do you think " balancing " means ? We may be talking at crossed purposes .
