It isn't correctly wired as there is no earth connection.

So why is there an "earth"wire from the centre terminal to the (presumably) metal body of the fitting?

Is it earthed or not?

Clearly it is so why were you saying it was not?
Certainly looks like the metal backplate you normally find to put inside a plastic enclosure to me.

Don't start on about the colour of the earth wire as this is clearly Chinese and not really meant for our market so does not follow our standards.

There are two photos.

The first photo shows the empty terminal block, and clearly shows an earth wire, suggesting the fitting requires earthing.

The second photo, which Winston is referring to, shows the light wired up with 2 core cable, and thus no earth connection.

The OP asked if this second photo showed it being wired correctly, and Winston said it was not wired correctly as there was no earth.

Neither can legally be sold in the UK without the correct wiring colours.

Provided the terminals for the incoming supply are correctly labelled then the internal cabling does not have to be Brown and Blue.

One unit does not have the necessary labelling, the other unit does appear to have the necessary labels

Not disagreeing, but can you please explain which law your referring to that prevents it?
 
I'm not a lawyer so no. I just know that anything sold in the UK has to have the harmonised wiring colours in the mains lead (even the old red, green, black is not allowed).
