Original programmer started to fail so purchased a new one. Chose same type as it seemed the most obvious choice and the installing looked quite straight forward especially as there would be no rewiring.

All went well, turned Power off, took old item out, did the checks in the instructions, all seemed well, put new programmer in place, turned Power on.

Unhappily no power to thermostat and boiler. Went through all the steps again still no luck.

any ideas or suggestions

Hi, Good point Ian, should have thought of that. The original and the 'replacement' items are LP722

Which “power” did you turn off? Loose connection perhaps?

Bit of a long shot here; but If your plumbing is a very old system with only pumped central heating and gravity circulation of hot water, the boiler won't start if you had only switched the central heating 'on'. The LP722 has a switch on the back to select G (gravity hot water) or P (fully pumped) to differentiate between the two types of system. If you are unsure look to see what the original one was set to. [The new one would be supplied from the factory set to P]

However, when you say "no power to thermostat" if you are referring to the room thermostat, that should still be live even in the above scenario. But I wonder how you have checked it. There isn't always a neutral connection at a room thermostat for reference.

If on the other hand you have a fully pumped system, you can ignore the above. Like I said, it is a long shot.
