The Mail Online has taken a very free artistic expression in the translation of Michel Barnier's comments.
Where Michel Barnier used the tense, 'could have', 'might have been', etc. The Mail have used tenses like 'has been', and used expressions like 'has admitted' etc.
If I can find a translated version of Michel Barnier's comments I'll post it on here for all to judge rather than relying on the Mail Online's artistic translation.

The bit of that that I could read seems a reasonable translation. It is no secret that several EU politicians have been warning that EU needs greater clarity on its mission, its benefits, etc. Otherwise there is room for EU anti-sceptics to invoke populism.
Michel also addresses the nuanced difference between popular and populist. He argues that there is nothing wrong with EU (and other politicians) embracing popular policies. It's what gets them elected. Because otherwise extreme politicians will exploit and '*******ise' those popular policies into their own extreme versions. i.e. populism.

I didn't know the European Union manufactured drugs? I thought they just tried to stop companies in there "zone" fulfilling orders to customers. Maybe you meant 20 million vaccines that came from a manufacturer in in Europe?

Yes, that’s the one. The one that the U.K. placed orders with well before the EU did. (y)
