how to remove this toilet seat hinge??

Hi all, anyone now how to get this toilet bracket off?? The other one came off because it rotted.
Do I have to remove the back panel to get underneath, or is there another way?

From the picture of the broken bracket, it looks as if there is a threaded pin that is inserted through the hole in the front?
Can you investigate this on the broken one (it may need an Allen key to undo it)?
This may help you understand how the fixed one is attached

Sorry, I can see it's already been removed.
As Foxhole says below, cut it off.
Although depending on the fixings, you may need to remove the back panel anyway, to fit the new seat!

It’s rusted in, tape around to protect surface as you cut off with hacksaw blade .
