Yes, they have to apply to the court to either gain access or gain access/cap it. It doesn’t matter if the certificate has expired, landlord has to apply to gain access.

Me, my OH and our families all rent out the property to preferred T's as per our criteria which is within the law.
Not in our properties but flats, newer homes etc and even some older places can have meters outside the house.
To enter the property a LL has to give reasonable notice and if T not responding the LL have the law on their side to gain
entry to check property carry out essential work. Not having a certificate is dangerous but not essential for a certain period of time where access cant be gained I think
I worked for the councils years ago worked in many departments as I was headhunted and trust me, the excuses some people make are incredible re access and I'm not referring to this T but what I saw and heard in my experiences.
Too much weight is given to the T's rights and often the LL's get f/d hard by them. Indeed you get good and bad LL and T's.
FYI, we always rent via a good LA and always get LL insurance just in case we get a trouble maker but thankfully all good. Using a LA costs loads of money if you buy the biggest package but its a peace of mind as when things go wrong they go wrong big style.
Re this case, I'm 100% cert that they capped the gas from outside the house - big up to the LL as its not essential works
