Does anybody know what this plug in house wall is?

Hello all,

I have attached some pictures of this thing that is on the side of the house. I don’t know what it is, but it looks like a rubberised cap over a white plastic insert into the brick and it doesn’t budge easy, I’d have to use pliers to pull it off but not knowing what it is reluctant to do that.

It is on the lower right side front if the house.

Does anybody know what it is?

Maybe somebody drilled the hole for that cable in the wrong place, and plugged it.
Can't you get the black cap off?
 
Maybe, and yes I could get the black cap off, but if I pull the cap off and the entire house collapses into it..

I’m not entirely sure that it is to do with the other cabling, looking at how crappily it’s just hanging around there. It makes the other bit look like a different intervention of some kind to me..
 
Yes there is a satellite dish just slightly over from it above.. this answer makes the most sense. The fact that it is capped off is what made me wonder. Thank you !
