Paint has cracked.

Morning peep's. I painted inside of concrete door step earlier in the week & there is a gully in it & the paint wouldn't dry.

I used zinser cover stain first & then a coat of Dulux water based emulsion(was that ok)

I googled some answers & one i found was to use a fan. I used it in the hallway for about 2 hrs, the paint has dried but it has cracked in places.

Did i use the fan for too long or wrong combination of paint or something else?

Was it water-based zinseer, or oil-based?

Water-based more prone to cracking.

Any unpaintable sealant been used in the past?
