Which first, new windows or re render?

Hi All, looking for opinions from those without a vested interest...

My house, render and windows are 28 years old: the render has blown in several places*, and the windows (uPVC) are 'sound-leakey', so bound to be heat leakey too.

If I were to replace both, which should I do first? I only found one thread from ages ago. Would appreciate advice from the current pros who post here.
