@gas112The principle on which covid vaccines were made - "plug and play" - was being developed for more than a decade before the 'rona was even a thing.
Even then (and with effectively unlimited funds to run R&D, trials etc in parallel, rather than glacially and linearly, and punctuated with grant application and approval delays), the vaccines didn't come out for almost a year into the pandemic.

I cleared my workshop out recently. I had boxes and boxes of unused face masks, bottles of anti bacterial handwash and sanitizer, a dozen or so full face shields, some PP3 masks, an oximeter and an infrared digital thermometer. Gave them all away to friends and relatives apart from the thermometer and oximeter.
