From what I can see in the article it is 2 fold. He got done for the kiss which has resulted in a fine. He was let off the coercion bit when he tried to get her to say it was ok.

I wouldn't know, but if so it's another case of the law's an assKissing without consent is also classed as sexual assault in the UK.
