From what I can see in the article it is 2 fold. He got done for the kiss which has resulted in a fine. He was let off the coercion bit when he tried to get her to say it was ok.

The prosecution wanted 12 months for the kiss and another 18 for the coercive behaviour.

I would say thank his lucky stars, he got off lightly.

Yes, I'd concede that if the victim were being assaulted with clear sexual intent, and an unsuccessful attempt to get at her (or his) genatalia, it would count as sexual assault. But I don't think a kiss on the lips as happened here qualifies.
