How to remove the aereator/filter on a kitchen mixer tap

In some ways I don't know why I'm asking this, because I can't imagine any solution to it. Still, you never know.
I wanted to replace this end piece with a an adjustable plastic 'chrome' version I bought from Aldi but can't get it off, in spite of having done it before. I took all the precautions I thought necessary, such as wrapping the piece in a couple of wraps of a latex glove before clamping an adjustable, clamping grip on it. All that happened was that it ripped into the rubber and has made a right mess of the tap. The reason I wanted to change it was to rinse the suds off dishes and glasses with a fine spray instead of wasting too much water. I've given it a good spraying with Vykal and even tried carefully heating the end with a kitchen blow torch, but nothing will shift it. It was installed by the previous owner, who used a lot of B&Q parts in the kitchen but I'm sure the tap is long obsolete.

Maybe that one don't come out. Factory fitted and there it stays
 
If it has come off before it should come off again. These threads get seized up with lime scale if they are not removed every few months. There is evidence of limescale on the end of the spout. Can you rig something up to soak the end of the tap in limescale remover overnight and then try again?

It has been several years now, but I think that's what I did when I first moved into the house. I know I must have removed it because I remember the enormous amount of trouble I had refitting the filter so that the water came out evenly. I don't remember welding the end of the tap back on again. I thought the liberal application of Vykal would do it but I'll try an overnight soak. I noticed there are quite a few other threads on this same topic, but there were too old for me to add to.
 
Last roll of the dice. I suddenly remembered I bought a vice last year, so clamped that firmly onto the end of the tap. No good; nothing is ever going to move it.
