Was the Rwanda plan for anyone who wanted to seek asylum in the UK. Or was it just for those who came on small boats.

Are the people going to Ireland to apply for asylum the same people who came across on the small boats.

It was intended to deter all small boat arrivals. It didn't.
The threat of being removed to Rwanda only applied to a very small group of arrivals.
In reality, only a few MPs went to Rwanda. Sadly they were allowed to return.

Are we talking about people who entered the UK legally, on some sort of visa. And then travel to Ireland, via Northern Ireland, in order to claim asylum in Ireland.

Or are we talking about people who arrived on small boats and then made their way to Ireland as above.
