The fact is they are more vulnerable when they set off than they would be if turned back.

The wave frequency near the shore is usually shorter and shore breakers are much less dense than offshore waves due to the air content, which is bad news for any boat.

If people are not in the water and or the vessel is not sinking. It’s up to the skipper of the boat to raise a distress call

if the boat is not in distress then they dont have to tow them anywhere

All it would take would be some fishing net or rope dropped in front of that to jam the propellor, boat in distress, towed back to safety. In France. Job done.
