Looks like the remains of the old Marley tile adhesive...?
Wet UFH?
I belive it is throughout the house, including under carpets and it does seem very think for an adhesive.

Google Bitumen floors !
You still need quite a bit of hight tolerance, even with overlay boards.
Plus consideration for floor finishes.
That is bitumen, not tile adhesive.
It was used as a floor leveller/dpc/insulating layer, on top of concrete.
What do you think they used to stick Marley tiles down with, once upon a time.

Yes, but the adhesive wasn't an 1" thick..
If you remove it you need to replace it with an alternative damp proof system.
Now wondering if I should keep it and whether the insulation will be enough to support UFH over with a new screed.
