The moment you make it mandatory, it becomes the default and clear target.
Government are already saying you can delete the ID and not use it again after RTW checks are done.
So they are clearly aware of how unpopular it is.

Predominant reason for the card (at present) is for it to be shown if seeking employment i.e. to crack down on illegal workers. Card to be checked against central database to ensure its legitimacy.
Citizens will likely be asked to produce the card in other scenarios (tbc).

Every single one of those is optional.I've got a driving license, credit cards, debit cards, mobile phone, car with number plates, as have most people. All used daily, all work as ID and as a tracker.

And it is not going to reduce immigration or illegal work, so the government are lying about the reason they want this.
For a start it's a digital ID so you don't need to carry it.
Nor has anyone said that you'd have to provide it when requested.
