Damaged Sill

Hello,

My bathroom window sill is badly damaged by water (it is beside the showed and was a bad bodge job). I don't have the money for a full bathroom re-fit, so I am trying to find a DIY solution for now.

Here is a plan:

1. Remove the wooden beam.
2. Fit a new wooden beam.
3. Fit a uPVC cover over the whole thing.

Does the plan sound reasonable? Do you have any tips or warnings?

I removed the rotten wood.

I think I will try and build a new wooden sill.

I was thinking I could perhaps do a better job of it and seal it better etc.

Do you have an alternative suggestion?

Some additional questions:

Red Xs
These little gaps had crumbly plaster (which I scraped off). What should I do about them?

Blue X
This horizontal section is bumpy and uneven. Should I just level it with shims and packers?
 
I suggest level the new window board with necessary packing and then when happy fill gaps with a reputable filler

When you say packing, what specifically do you mean?
 
Packings can be of any material, but waterproof plastic would be my choice. Here's the sort I'm referring to:-
