Hot water working but no heating (No fault detected)

Hello all, this is my first post here and it's regarding a heating issue. Recently our heating hasn't been coming on despite the boiler and metre being looked at by EDF and cleared as healthy. Our hot water is running good. Our thermostat is at 24 but max readings we get from that is 18.5, but the radiators still feel cold to touch, don't even feel 18.5. The radiators were also bled bled and pressure was checked as well and everything is also okay there.

I honestly don't know what it is and can't understand why it has suddenly done this. Is it the valves underneath? A connection issue that wasn't noticed by 2 people we called out? Anything you can see on the attached photos? We called an independent and EDF and both could not find anything. Any ideas would be helpful. We have a 9 month old so this is not ideal in this weather. Thank you all very much.

Hello David, and welcome to the forum. This would have been better in the plumbing section, but let’s not split hairs. Yes it’s been missed, you have a flow and return valve, and the return is closed. Open it and you should get your heating back on, attached a photo for clarity
