Damp sitting room floor Liquid DPM vs damp proof membrane

I have a wet floor from water ingress and looking to lay laminate flooring. The floor may require a bit a levelling too. Is it okay to use damp proof membrane as I have plenty of or does it need to be liquid. Level first or DPM first.
 
Identify and remove the source of the leak first and let the floor dry out. Then screed and level on top of the dpm making sure it laps the wall dpc.
 
This is the DPM I was looking to put before the underlay

Where's the water ingress coming from and how are you going to fix it?
The water ingress is only when it rains through the brick that meets the floor in the room where the bay window as taken for a straight window and the builder just used normal bricks to build up the wall. trying to solve the problem from inside as from the outside it is now rendered. There is very little ingress but each time it rains you get the smell of wet brick if you see what i mean.

The outside ground level too high ?, why would using bricks be the cause?
 
On the inside of the house - he's taken the plasterboard to show the brick-the cream bit is expanding foam and he tried to press it with cardboard that stuck to it now:giggle:
