They are not mutually exclusive. If you want to discuss her 4th Amendment right, go ahead. I'm not interested.

It’s pretty straightforward. The issue is whether her 4th amendment rights were violated, by an unlawful use of force. Apart from you, I’ve not heard anyone suggest she was protected by her 1st amendment rights.

ICE are federal law enforcement officers, their powers are not limited with regard to their role. It’s true that they do not enforce as many laws as local law enforcement, because these are not federal laws. They have all necessary powers.
