I thought he's stated the armada was a cautionary move pending talks, which don't seem to have progressed.

Are they still looking at regime change. I think it was Scott Bessent who was saying that they have effectively destroyed Iran's economy, which is what led to the protests. But the protests seem thoroughly squashed now.
