Anyone used a kit like this to screw/bolt a toilet down

Is like a bolt not much thread above so would have to get the height close to band on for the bolt to tighten

Just make sure that your hole is deep enough, put plugs in, put pan in place and plastic liner in hole in pan. Screw nut onto threaded part, put screw through pan and into plug then screw it into plug till tight.
 
Ah I get you put the bolt and nut in, in one go after the pan is in place. These fixings are usually ok then? I did think of throwing and using screws
 
never seen a pan fixing kit that uses screw bolts before. Are they just plastic nuts?

2 usual kinds of fixing kits these days, depending on the toilet. Side fixing with plastic L brackets or top down fixings with screws and caps for old school screw down through the pan.

These are very good fixings IMO.

The plastic bush enables a solid fix without risk of damage to the ceramic.
