It could be that the Iranians themselves held back from releasing the hostages in the expectation of a deal with Reagan , whom they knew was open to a deal involving the supply weapons to Iran.
Not quite the fact you are trying to prove, if a congressional task force could not find any evidence, I doubt that you have.
