I tried surfing once. Got dragged under. Never again.
Did boogie boarding but got dumped too often so gave up!

Often a last stop after a dodgy night at the cheap Hotel Bondi!

Short version: swimming is more expensive than running. Plus a history of racism.

But there is also a provision of facilities aspect and a cultural aspect, and the cost.
Hot regions tend to enjoy open water swimming far more than colder regions. So the opportunity to train in proper facilities is limited.
Also the cultural desire of youngsters to follow their idols is much reduce if those idols do not exist.
How much does it cost to hire a skating rink or a swimming pool, etc, compared to an astro-turf or grass pitch.
Swimming pools can accommodate more swimmers training at the same time than say ice rinks and figure skating.
An example of all aspects is the low popularity of ice-hockey in Europe.

I don't think the colour of socks would be relevant as a social media chat up line.
More like the supposed sharing of common values and experiences would be a good base to start.
