Doesn’t matter who is responsible for the failure, care in the community is a failure and not the 'success' you claim it to be.
I don't think anyone views it as a success, possibly less awful than the old scheme but not a good one. But to decide you'd have to choose the criteria to judge it.

We have worked in some props were the tenants are care in the community all of them had mental health issues / certifiable fruit cakes

One was a danger to all the other residents imo
 
Than there are those to scum bags that tortured and killed that little boy ( preston) they adopted him ffs !!!!! They should both be bumped off

And who in the authority placed that little boy with them two fruit cakes ??? They should all be arrested charged with gross negligence and banged up imo

Should be investigating those that were supposed to be looking after him. FFS, who lets a mentally ill person out of their control in a crocodile shed?
Most are just as much a danger to themselves.Health service cannot cope and most carers are on minimum wage, so quality is often lacking.
 
And the opinion of the parents of the 3 year old, and the loved ones of valdo calocane victims and many, many more.
You're exploiting a sad incident to moan about whatever it is you want to moan about.
Your approach is like blaming the Highway Code, or driving instructors or examiners, or motor car manufacturers, or whatever, for road traffic accidents.
It's very easy, and for you might be consoling, to blame someone or something for any accident.
People are unpredictable, or not always operating at 100%, or are distracted, etc.
Three incidents out of 3,000,000 referrals to mental health per year, are reasonable operating results, considering such unpredictable and human interactions.
Funding cuts heighten the probability of something going wrong because they invariably result in the same people working harder, longer, more intense, etc., or employing lesser skilled people who are prepared to be paid less, etc.
