Probably Tory but not been changed by labour. Look, what good is care in the community if no party is going to fund it properly?
Don’t know but I hear he had two carers and when I dealt with at risk kids, most of them came with one carer except those that came with two because they were liable to kick off violently and one person would not be enough to contain them. The two to ones were never put in a session where there were others. Ever. They were the only attenders and they paid (me) dearly for that sole occupancy of the training session.
What good is any party saying they'll fund it properly, when the electorate almost exclusively votes for the parties who pledge to cut spending on any social programmes?
Is that how Labour got in?
You need to look up what "almost exclusively" means.
I looked up what they promised when in opposition and what promises this government has dropped since being in power. No wonder he'll be gone soon.

There is a lot of speculation and assumptions being made. The facts are, none of us know what we'd really do in that situation for a start. It might have been valuable seconds/minutes before the parents even knew what was going on. You'd like to think that a parent would be watching a 3 year old all the time, but some are more lax with that sort of thing than others.
The bloke who pushed him in, could have been mentally ill yes, but even if he was, I doubt he was doing that sort of thing all the time, otherwise he wouldn't be allowed out or would be under much tighter supervision. The thing with mental illness, especially paranoid schizophrenia (if that was even the case), can bring about psychotic states and manic behaviours very quickly and with no prior warning.
The only conclusion I can draw is - at 3 years old my son was watched like a hawk; the worst thing he did at a zoo was throw his dummy into the monkey enclosure, causing chaos. But I am sceptical of every other human and that's why I've been called a cynic, a misery, pessimist etc etc but I'd rather do that than live in a bubble and think that everyone else has my best interests at heart
